Open Question: We're 1st time visitors to Vietnam and are deciding between HCMC and Hanoi. Where would u recommend?

We have never been to Vietnam b4 and doesn't have any friends who have been there. Really lost here having to decide between the two. We intend to go on free & easy, hence would prefer places where transportation is easily available and you don't get cheated. We are going for food and sight seeing and plan to do some shopping.
